Nice little article with some nice writing and prose! I wouldn't want these guys finding earth, that's for sure...   Here are some notes I gathered after reading it a couple of times:

The Keln Empire is one of the most hostile forces in the Universe, renowned and feared for their inter-planetary rule that spans across galaxies."
Correct me if I am wrong, but isn't Keln the only alien civilization that humanity has encountered at this point in Consternation? Do you think it would be more helpful for the reader to be given a comparison from a more human perspective rather than universal, since the other aliens are never really mention? Something like "The Keln are a hostile and brutal alien empire, intent on conquest yadda yadda"?
The Keln Empire operates what we would call a dictatorship.
Why not just call it a dictatorship, then? :) Sounds pretty much like it is a military dictatorship.
They do this in the hopes of advancing their own technology, developing their weapons and creating a reputation for themselves as a galactic force to be feared.
I guess this falls in line with my first point of feedback, with much the same thought. It might be useful for the TaleFoundry readers to know? I'm not sure!
Order brings Power
That's a great quote that sets the tone for what these guys are all about.
The Keln Empire own a series of planets, all conquered using the same method.
Consider using a different world then "own" to emphasis the nature of the Keln Empire. 'rule' or 'dominate', for instance.   The flag/nation symbol is really great! I really like that one! :D
All of their planets are being forcefully held by Keln soldiers, subjugating the native population whilst draining the planet of resources.
What do they do with the natives in more broad terms? Pretty severe oppression, I imagine, but have they ever run into a situation where they're done with a planet? If so, what do they do with the natives? What happens after 100 years of occupation?   Also, I would consider using a custom header instead of "Public Agenda". Something with a bit more of a dramatic, universe-conquering flair :)
The Keln Empire have one of the greatest militaries in the galaxy. They are renowned for their organisation, efficiency and speed when it comes to warfare.
How do the Keln empire's technology compare to contemporary humanity? Other then the exo-suit and some seriously impressive genetic-tech, I am having trouble picturing exactly what they have.   I'm also having trouble picturing what the Keln themselves look like; but perhaps that doesn't really come to play in the story anymore. Maybe it's more about transhumans vs humans?   Thinking about it, the name Transhuman is a little bit unfortunate when they're the big scary infiltrating enemy. It might just be me, but worth having a ponder about?

Wow! Thanks for the detailed feedback Qurillion, I'll make some edits based on the improvements you suggested.   To answer some of your questions, they primarily force the natives to work as slaves for the Empire - though some are experimented on to improve their genetic technology. They have not completely drained any of their planets of resources yet, but I imagine when they do they would continue to put the natives to work or, if the people have outlived their usefulness, destroy the planet.   The Keln Empire's technology is ahead of ours but not wildly so. They have, as you said, impressive genetic technology and the capability to create wormhole devices, but they aren't living in a futuristic techno-utopia. As for the Keln themselves, they are humanoid creatures but I haven't put much thought into their exact appearance currently - as you said, the story is about transhumans vs humans.

Haha, let me know if I'm going overboard. I look forward to seeing what you do with it! :)

Fantastic article! The icon reminds me a little of Super Smash Bros :P - that aside, I really liked how the planets were all conquered using the same technique! I'd love to know more about the ranks and titles within this organization.

Thank you! I'll definitely be exploring that once I'm not restricted by the TaleFoundry word limit

Wow I love how terrifying the Keln empire is, like an ruthless, efficient, and inevitable invasion force.   The wormhole tactic seems quite effective but it can an opposing adapt to the tactic like set an ambush? Or even use it to go through the wormhole to fight back?   Now where is the Keln's position in the universe? Do they have formidable rivals? Is this power common in this universe?

Thanks! That was the exact feel I was trying to achieve.   Theoretically the opposing race could use the wormhole to their advantage by setting an ambush, but their method involves creating spies that look like the host species - these spies help the race to build a wormhole generator and connect it with its counterpart on Atanov. So, the host species never know an invasion is imminent. As for the Keln's place in the universe, they only operate within a section of the Milky Way galaxy. They are currently at war with another larger galactic empire from the Milky Way - this is why they left Earth almost undefended and the Resistance could successfully reconquer Earth.
