L had been a weaker region who had been considered more based around a singular harbor until the mines broke into an Arfosian mine. Arle MerchantGuildAntiBacker took the mines and used it as her powerbase until she became Arle of L.

HarborCity used to be the capital of L, until Arle Antimerchant began to take over using her mines. The Harbor is still a valuable resource, though not where most of the Arle's power comes from.
