Vandal

Some Koa choose to eschew the technological benefits of the Republic along with the social restrictions that accompany them. The Vandals are tribal societies that worship the Naga; an ancient civilization of snake people that once inhabited Sera. At certain points in history the Vandals posed a threat to the Republic, frequently attacking its citizens for inhabiting the drifting Naga cities which the Vandals believe to be sacred. More recently, peace treaties have mostly eased relations and Vandal now honor the Naga cities from afar by serving as artifact scavengers and lookouts for approaching fiends.
Vandal live all across Sera, although most of them live either within the Great Mangrove Barrier or the sphere's southern-most continent. Some have even broke with their ancient traditions and moved to the city after a portion of Balphuran, called Vandal's Gift, was gifted to them in recognition for their assistance fighting the Koan Empire.
While often viewed as monolothic by city-born Koa, the Vandals are a collection of independent tribes that each have their own customs, traditions, and ways of life. The Party have encountered the following tribes during their adventures:
--The Tribe of the Jaguar own and operate the Vandal Market in Balphuran and have adopted a lifestyle that incorporates urban living and commerce. Anh and Jim Kestrel's former crewmate, Alcier, leads them in Vandal's Gift.
--The Tribe of the Whale follow and protect Sera's world whale and are said to be expert navigators.
--The Tribe of the Hawk hunted in the Great Mangrove Barrier until they were wiped out in an accident by artificers using a leviathan repellent called Tangering Gas. The Crew's lookout, Appoline, is the last surviving member.
--The Tribe of the Crow originated from deep within the mangrove barrier and were said to hunt humans as well as animals. They speak a language that no one outside their tribe knows and were feared by other vandal tribes. They became the Koan Empire's secret police, the Blue Frogs, after the Unyielding Empress captured and allied herself with their leader, Corvus Vile.
