Solar Deliberative

the Solar Deliberative was the Government of the First age. Little is actually known about the Deliberative other than its seat at the summit of Mount Meru. 
The Deliberative appeared to be a theocratic government, with a central council of Zenith Caste priests serving as the heads of state. Decision made by the Deliberative were made in consultation with the The Unconquered Sun. Different gods played a major role in the Deliberatives government.
