Lt. Cagoi Higgins
Officer Higgens is Deimos' police contact, he's pretty low ranking and always a little worried that Deimos will sell him out one day. He seems stressed at all times and can't tell if Deimos is trying to be nice or mocking him whenever they meet up and Deimos brings donuts.
