Overseer
Originating from guild structures an Overseer is tasked with leading a certain operation. The title is purely appointed, and does not carry with blood like noble titles would. It's an arbitrarily given seat of power. Overseers are most often selected from promising members of the organization.
In case of guilds, Overseers focus on a particular task - for example a lengthy construction or the operation of a certain workshop. When local guilds start growing their influence outside of their settlement they often appoint Overseers for the first few years of establishing themselves in a new place.
In case of Ruanon, the Overseer holds a tiny bit more meaning as they are not only tasked with Overseeing an operation, but are also given the duties of keeping the vassal states at check by whatever means necessary. They are also given way more power than guild Overseers, since they control a force that is able to stand against the vassals, if need be, until reinforcements arrive.
Responsibilities
Overseers are not only given absolute power in their designated task, but also complete responsibility. Being the de facto leader without any oversight from above means that if something goes wrong they must be the ones to handle it, or face repercussions of failure.
Benefits
Succeeding in this position not only leads to recognition within the guild, but also often leads to rising the ranks and / or getting appointed Overseer much frequently after. In case of geopolitical organizations it might even involve an honor from the nation's leader.
Grounds for Removal/Dismissal
An Overseer must earn the respect of those that work under them, otherwise complaints will reach their designator. Depending on the severity of their misconduct they can even get removed from the organization itself, or in Ruanon's case possibly even face imprisonment or death.
