Theostenes
Found to the south, Theostenes is ruled by a council of God-Kings and Queens. Each one with their own armies, and own unique traditions between themselves. It is common for each member to specialize in a certain area. Producing wine, or cheese, or guns, or boats. This means that the city states will never be able to do without each other. Kick a member out and you lose out on something that might be a vital commodity, an economic lynchpin, or a beloved luxury. Should the council ever actually go to war with each other, it would necessitate a quick conflict, or the whole council may collapse entirely.
That being said, the Council of Theostenes has gone to war with itself in the past, but only when the council was still in it's infancy and each side had financially powerful backers. As said before, the wars were all relatively short, with each side going for the throat. It is very rare, to the point of never happening yet in history, for the losing side to survive an actual armed conflict.
They still partake of the usual inter-government politics, jostling for resources, positions, and titles. To the outsider, this can produce an image of tension between the council members. An accurate image, make no mistake, but an image that evaporates when an outside threat rears it's head to the nation.
The members of the council will, and have in the past, quickly rally together. coordinating troop movements, deployments, and applications of Divinity with shocking rapidity.
Their gods tend to be hedonistic, with a large sense of self-importance. Their Domains show a large variety.
While Theostenes has some solid landmass, much of it exists on the islands found off the coast of the subcontinent.
