The Gutters

The Gutters are a district of Cape St. Joan, Oregon. Originally a red-light district that sprung up due to its proximity to the nearby Harbour, it has since become the part of town most associated with crime and other shady figures.
It is named after the once common floodings, being the geographically lowest part of the city. Though a modern sewer system has mostly allieviated the problem, these days its name is still used, mostly as a derogatory name to refer to the districts bad reputation as a home for washouts, criminals and other unseemly parts of society.
