The DSHA is founded in the United States.
The US government forms the Department of Superhuman Affairs , the main body tasked with supervising and regulating all superhuman activity in the USA. Several superhero teams across the states join forces with them, agreeing to heavy governmental supervision and accountability, as well as a central registration in exchange for pensions and the guarantee to be able to keep doing their jobs.
Disequilibria and the Disverse are an original work by KuroMaboroshi.
It contains multiple references to other superhero fiction and media, as well as their creators, that are intended as homages and respectful nods, as are common in the genre.
