Tzuderic Empire

The glorious empire to the west. In the last decade it took over 60% of the land it recieved in the territory agreement, making it the largest of the nine realms and giving its emperor Kratso the Great his nickname.

The Tzuderic emperor

  The emperor is the highest leader of the empire. He has the final say in all matters, internal and external, of the empire and can cancel any decision made by another ruler.

Minister

  Ministers are responsible for the general decisions of the empire as a whole. Each minister is at the helm of a single subject and they have free reign on their field and are only bound to the emperor's say.

Council

All ministers have a council that works under them and is responsible for gathering facts and data and telling the minister about the state of the empire to give him/her the information needed to make decisions. They roam the regions of the empire undercover and check, ask, and observe how the decisions of the minister affect the subjects on a practical level.

King

Each king rules over a district of the empire. They have complete autonomy over their territory, however, chained to the empire on any external decisions. Their main job is to collect taxes from the citizens and keep them happy and peaceful. All though they have their autonomy, once a year during The Emperor's Hall Assembly, each king must update the emperor on their actions during that year and he decided whether to let them continue their work or force them to change their arrangments.

The Emperor's Hall Assembly

Once a year all kings and ministers meet the emperor. The meeting is separated into three parts; the head meeting, the crown meeting, and the final word. The first two take a week each and the final word takes two weeks

The Head Meeting

The meeting of the emperor and all his ministers. During this week each minister says the progress and changes they made during that year. At any part, the emperor can comment about what's being said and the minister talking can either accept his saying or try to convince him to change his mind (The emperor must listen to the argument of the minister but can force him to stop talking if his judgment is set). After the ministers have spoken about themselves, they start discussing decisions made by other ministers and try to change their decisions to their benefit. All of those conversations are in front of the emperor. He listens to them and of necessary makes the final decision.

The Crown Meeting

During the second part of the meeting, the emperor sits with all kings and discusses with them, similarly to the heads meeting. Each king sits next to their geographical neighbors to make discussions easier.

The Final Word

During the third part of the meeting, both kings and ministers sit with the emperor. During it, they may discuss the application of laws in specific territories and in rare cases they may ask for a pardon (the option to not apply one or multiple rules in a district) if they are unable to enforce those laws. during this part of the meeting arguments in the first two parts may be brought up again, however, all decisions made during the final word are absolute, hence the name.

By order of power: The Tzuderic emperor,the minister of scrolls, and the council of law. Most laws are discussed and decided by the council. Once a month the council has a meeting with the minister of law who approves, denies or changes laws accordingly. The minister could also send a law back to the council for further consideration. After a law is approved by the minister, it is an official law of the Tzuderic Empire. Once a year all new laws are presented by the minister to the emperor in the emperor's hall assembly and are removed or refined by the his word. The minister could also request to debate older laws if said laws are proven to be pointless and limit the possible actions of a powerful political figure, or cause physical, mental or emotional harm to a part or to all citizens in the kingdom.
