VSI-23 Keeper Rifle

Keepers, the Vault’s primary staff, are issued a Vault Standard Issue 23. A bolt-action cartridge, filled with a dense gas-medium, is first fired at the target; this is trailed by a high-powered laser to create a line of plasma. A fraction of a second later, the on-board generator in the rifle sends an electric current down this plasma channel, capable of delivering a user-selectable debilitating shock, or a powerful bolt equivalent to a lightning strike.
