Oversees Imperial intrestes in Doskvol, enforces edicts from the The Immortal Emperor, commands the Imperial Military garrison and war ships of the city, and breaks ties when needed on City Council measures. He is appointed by the Emperor.
Has a stronghold in Whitecrown.
