Roc's Shadow

Once a small trade out post, Roc's Shadow grew into the massive city it is now. Located on a large set of islands that comprise the towns districts or zones as they are called by city officials call them.

Government

While The Kingdom of Gail dose rule the land Roc's Shadow sits on and the city has become the defect trade capitol of the nation while the City of Gail is in its current situation. However the day to day of the city is truly run by an "elected" board of council members, made up of the most powerful and influential people of the city. A mix of old noble families and deep pocketed aristocrats that found their "reelection" campaigns through various activities, mostly threw bribery.

Defences

The city of Roc's Shadow is oddly self aware of most of its own impropriates and as such the Council has almost gone out of its way to ensure that if anything shady or criminal is happening its happening with their knowledge and them getting the cut they are owed. Apart from the King calling the city home, at least when he is there, the city boasts one of the highest defenses in Gail. With a primer training facility for training the city guard, who maintain order throughout the city, man and upkeep the light houses and regularly patrol the surrounding waters. This of supplemented by a group of arcane mercenaries that call one of the zones home.

Infrastructure

The city is mostly made up of six islands that house the cities population and two smaller islands that play host to a large light house on each. There are then several smaller ones outside this main grouping that consist of small fishing Hamlets and other old structures. One of note being an island about 8 hours north west of the main group used by the priest of the Final Judge, Baphomet. The island was once haunted and played host to an evil necromancer, but after they were slain by the priests, paladins, and blood hunters of Baphomet's order they went about purifying the land and made it a peaceful place of rest. 
Otherwise almost ever island has a shipwright and most people use ships to get around, in fact while the city dose have a market it is built around the massive lake at the center of the central island. A mix of large trade boast and small merchant ships dock in the lake and either sell straight from their decks or set up stalls on the surrounding beaches and docks. The islands are also equipped with an rudimentary but extensive sewer system that maintains the some level of sanitary expectation.

Districts

Roc's Shadow is split into 6 Zones technically called zones A-F, but colloquially called the fallowing;
Zone A- The Forts: Is the Administration District were the guard and City Council meets as well as the other official business is performed. It also consists of the two small islands the house the two large light houses that aid sailors to the north east and south west. 
Zone B- The Towers or Little Cohn: The cities arcana district and home to large contingency of Cohn elves and other immigrants. The district was first built around the Ryuko Tower satellite location and over the years elven mages and others from Cohn have come to cal the district home after seeking a place outside of Cohn to live.  
Zone C- The Stalls: The cities market and craft districts with the massive floating market at its center. 
Zone D- The Exchange: The cities merchant distract and home tot he cities stock exchange, thus the local name.
Zone E- The Stacks: The cities scholar district and home to the cities local school. 
Zone F- The Gilded Cage: The cities upper class district and current regular resident of the king of Gail.
