Here is the thing to remember about this valley, while they technically apart of Titan, Titan has no control beyond its city’s walls. The thing is the Valley was originally settled by Jaunty immigrating out of Balies, during the 12th age. The Jaunty have always had a nomadic way of living as such their villages, when they do settle, tend hold to the way things were when the traveled. Individual families would lead themselves with the head having final say in all matters, the head normally being the oldest member of the family’s blood. Then if they found themselves traveling together with more than one family, they would elect one of the families as leader, normally the one with largest number of members. In the case of the valley there were some two dozen families that came to call the valley home. The six largest went on to be the founders of the six major settlements of the valley.
