The Vailforge Syndicate

The Vailforge Syndicate is the unspoken fourth wheal of The Vailforge Republic. As the name may suggest the Syndicate as it is commonly called represents the various criminal organization that can and will still exist in any society. Hilariously enough many of its members are also full-fledged and "upstanding" members of the Republic, from mages in The Casters Union to priests in The Temple Alliance, even members of The Vailforge Guild Senate and guild masters of The Vailforge Legion can be members. But at this point you may be wondering well if so many may be part of the Syndocate why don't they just make everything legal and drop the shadowy nature.
Two things to answer that point, and the first will answer it for the most part, not everyone is a criminal. Remember that Valiforge doesn't exist in a vacuum, even if the Syndicate had complete control of the Republic that would mean their actions would be visible on a global scale. Just because they have legalized a harmful substance doesn't mean Albion has. They would have to operate in the open and be scrutinized by their political peers. Another example being that if Substances A is openly made in Vailforge and Albion has a real problem with people using it then Albion can just start embargoing shipments form Vailforge, stopping trade. This isn't even to mention Titan reaction to a nation controlled be literal thieves and drug dealers, crusade anyone!?. So yes, even if the Syndicate could legalize every criminal activity but their own neighbors would crack down on them harder than the republics standard government would. The second being that people do sort of need to live in a society and there dose need to be a form of rule and law. Which in turn means things need to be made punishable and when things are made punishable there will be those that will do it anyways. Even if substance A is allowed and taxed as normal, someone will eventually try cook their books to keep more than they should.
The Syndicate is further broken into Branches that exist in versus settlements that then break down into a number of smaller groups called Coteries. Each Coterie specializing in one form of illegal act or another trying not to step on each others tows in a given location. The Syndicate itself is lead by an enigmatic leader that calls themselves The Kingpin. Each Branch is then lead by a Don and then each Coterie by a Spierling. As the gangs tend to take on a family like appearance it is not unusual to think of them as crime families. With Don of the city being the main person in charge of the whole operation and the Spierlings as their lieutenants running particular operations in a given location and making sure no one start a gang war.
