California Sea Wall

The wall that keeps the ocean from flooding the cities on the Republic of California's coast. Rumor has it, it runs all the way from the Pacific Northwest to the coast of Baja, but no one has been able to prove that.
Built by Edmund Arrow, the founder of Black Arrow Corporation, soon after WWIII.
Also stores a weather control system whose atmospheric disturbance cannons will be used to unleash the bio weapon into the air.
