Vestal Begins Integration Programme

Following an influx of refugees from the southern continent due to the West March Wars, and suffering from border raids by the Uzbari, Vestal adopts a policy of openly accepting refugees. These refugees are settled in racial enclaves at the Vestali borders and come to serve as the first line of defense against the Horse-Lords.


Eventually, the Vestali integration programme expands to assimilate many of the enclaves. Most human cultures are successfully assimilated into Vestal and granted full citizenship, but other races face greater barriers and are especially targeted by the Uzbari, receiving only minor support from Vestal to resist them. The integration programme finally results in the institution of indebtitude on the unassimilated, which leads to later crises such as The Red Riot.
