The Emerald Declaration issues the independence of Everaldimor from Delos'Nordan.
The Emerald Declaration was an assertion by the Dal'morai, who styled themselves as leaders of the Forest Elves, of the "moral impossibility of one Elf to rule another," which marked the disestablishment of rigid governance in the region. Delos'Nordan contested this status, but was powerless to take action against it. This tension eventually resulted in the The First Elven War.
