Vendori

This city on the coastline of the southern most reaches of the Elokoi Sea, just before it becomes the Shaniz Sea, is famous for having no leader. Instead the citizens here, fed up with the civil war that consumes the war lords and much of the countryside, police themselves and allow anyone, Miencholian of otherwise, to pass through or stay in the city as long as they do not fight. This is taken to an extreme as even a loud argument can get you fined. And to prevent drawing the wrath of a war lord, the city took two steps. First, it imposes only fines, with a higher fine for a more severe crime. Second, they had all the war lords (when the city declared its independence) sign a treaty that meant they and all their descendants must honor the laws of the city. 
This is the only place in Mienchola that is considered neutral ground.
