Devlin Fogg is the Master of Whispers at the College of Exquisite Arts in Kureta City. He is a snobbish man who often looks down on people who he considers to be untalented. Devlin enjoys music and arts as is part of his station, but also enjoys a good gossip.
Devlin is always exquisitely groomed, talks in a pompous manner, and wafts an air of arrogance about himself.
