These individuals are typically wealthy merchants, influential mages, or high-ranking guild members. Their wealth is tied to their arcane skills or prosperous trade networks. Many live in ornate stone townhouses or near magical academies.
  • Middle Class (40%): The middle class makes up the majority of the population. This includes skilled artisans, merchants, scholars, and smaller guild leaders. Many of these individuals operate within the bustling markets or work as researchers and teachers at the city’s academies. They generally live in modest yet well-kept homes and often work in magical fields or manual labor.
  • Lower Class (30%): The lower class is made up of laborers, factory workers, and the poor. Many of these individuals work in the city’s extensive magical manufacturing industry or in other service-based roles. While some may aspire to climb the social ladder through magic or trade, most live in cramped, less well-maintained districts.
  • Slaves and Indentured Servants (10%): A small but troubling class in Andoron, primarily consisting of those who were either born into servitude or were bound by debt. Many of these individuals work in magical laboratories, as assistants, or in service to wealthy families or mages.

Government

Andoron is governed through a blend of aristocratic and magical oversight, with the city’s leadership centered around the Enlightened Council. This council, composed of the most powerful mages, wizards, and sorcerers in the region, holds ultimate authority, with the Archmagister serving as the head of state. The council is responsible for crafting policies, enforcing magical law, and managing the delicate balance between magic and the city's prosperity.

Laws and Governance

Magical Laws
The core of Andoron’s legal system is based on magical law, which is upheld by the Arcane Wardens, an elite force of mages dedicated to preventing magical misuse, safeguarding the city's arcane infrastructure, and maintaining order. Magical crimes, such as illegal spellcasting, artifact smuggling, or unauthorized use of enchanted objects, are severely punished.    
General Laws
While magic is the focal point, common laws such as those concerning theft, violence, property disputes, and trade agreements are handled by appointed city judges, often members of wealthy merchant families or prominent guilds. These laws are enforced by the city guard, a mix of mundane and magical police officers, who maintain order and patrol the streets.    
Divine Law
As a city where the supernatural plays a key role in its governance, the practice of religion, especially related to the worship of arcane deities and forces, is regulated. Temples and shrines to gods of magic and power are carefully monitored to ensure that no cults or dangerous factions arise within the city.    

Taxation

Magical Taxation
One of the primary sources of revenue comes from taxes on magical goods, services, and research. Mages and scholars are required to pay a fee to conduct research or produce magical items, with a higher tax for those working with dangerous or forbidden magic. These fees are collected directly by the Enlightened Council and funneled into the city's magical infrastructure, ensuring that the city’s arcane knowledge and power remain at the forefront.    
Trade and Resource Taxation
As a hub for trade, especially in rare magical goods and artifacts, Andoron imposes taxes on the import and export of goods. Merchants and traders are taxed a percentage of their sales, with additional tariffs on goods that require specialized permits, such as enchanted weapons or rare magical components.    
Property Tax
The wealthy elites and noble families in Andoron, particularly those living in the Noble District, are subject to heavy property taxes. These taxes are often used to fund the upkeep of the city’s infrastructure and magical defenses, as well as maintain public services like the City Wardens and Arcane Academy.  

Organization of Governance

The Archmagister
The leader of the Enlightened Council and head of state, the Archmagister holds significant influence in both magical and mundane affairs. They are elected by the council members and serve as the final authority on disputes, magical research approvals, and citywide policy decisions.    
The Enlightened Council
Composed of 12 members, each specializing in a different school of magic or governmental function, the council drafts laws, oversees magical research, and administers the city’s economy. Some members of the council hold more sway due to their expertise, wealth, or power, but all must adhere to the consensus of the body.    
Guilds and Factions
A significant portion of Andoron’s leadership comes from guilds and powerful factions that control the production and trade of magical goods. The Mage Guilds, Arcane Artificers, and Mercantile Houses have strong influence, with their leaders often serving as councilors or holding advisory roles.    
City Wardens
The City Guard, a force of magically enhanced soldiers and elite mages, oversees the enforcement of laws within Andoron. They are tasked with protecting the citizens, investigating magical crimes, and ensuring that the flow of magical resources is carefully monitored. Their presence is a constant in the city, with patrols guarding key locations, such as the Magical District, Market District, and entrances to the Enlightened Council’s Chamber.    
The Bureaucracy
Underneath the council, a complex bureaucracy manages the everyday functions of the city. This includes departments for trade, security, public health, magical licensing, and arcane research. The bureaucracy is largely composed of middle-class citizens and bureaucrats who are skilled in administrative duties and law enforcement. These individuals often act as intermediaries between the common folk and the magical elite.

Defences

The Arcane Wall
  A massive, intricately crafted stone wall surrounds Andoron, its height punctuated by fortified watchtowers. Runes and glyphs have been carefully inscribed into the stone, creating a protective barrier that repels intruders and can withstand significant damage. These enchantments are sustained by magically infused gemstones embedded within the wall, which glow with ethereal light at night, alerting the city to potential attacks. The wall can also be reinforced with defensive spells cast by the Enlightened Council and the city’s defensive guilds.  
Spellbound Gates
Andoron’s main gates, known as the Spellbound Gates, are reinforced with dense layers of iron and stone, inscribed with defensive wards that can be activated to close off the city. When the gates are sealed, they emanate a field of magic that repels both physical and magical force, creating a near-impenetrable barrier. In the event of a siege, the gates can emit waves of defensive magic that disperse attackers and weaken enemy forces in the vicinity.  
Arcane Obelisks
Throughout the city, Arcane Obelisks stand as sentries. These towering stone pillars, etched with powerful runes, are designed to detect hostile magic and alert the Enlightened Council and the Sentinels. In times of crisis, the obelisks can emit pulses of magical energy that disrupt spells cast within the city and disarm intruders. They are also linked to the Central Obelisk in the Enlightened District, which allows the Council to monitor the city's magical defenses and manage its defensive energy.  
The Iron Wardens
The Iron Wardens are a company of mechanical and magically animated constructs designed to protect Andoron from large-scale attacks. These constructs, crafted in the Industrial District’s arcane forges, are activated in times of extreme danger. Ranging from smaller, agile sentries to towering golems, the Iron Wardens are capable of both ranged and melee combat, powered by enchanted cores that fuel their abilities to defend Andoron.  
The River Defenses
Andoron’s position on the river is both a boon and a vulnerability. To protect against waterborne invasions, Andoron has a network of Arcane Canals and Floodgates that can be rapidly closed, isolating the city from external waterways. Additionally, there are a number of water-based traps and wards beneath the surface of the river that can release bursts of freezing or scorching magic to repel any intruding vessels.  
The Council’s Shield
In times of dire crisis, the Enlightened Council can activate a powerful magical shield that envelops the entire city. This barrier, fueled by the collective power of the Council, is capable of repelling large-scale attacks from both physical and magical sources. The shield can only be sustained for a limited time but provides near-total protection, giving the city’s defenders time to mount a counterattack.  
Emergency Teleportation Points
Scattered throughout Andoron are hidden Emergency Teleportation Points that allow for swift movement of troops and reinforcements. These teleportation points are accessible only to authorized personnel and serve as strategic access routes in the event of an attack. If Andoron’s walls or districts are breached, soldiers, Sentinels, and even Iron Wardens can be quickly transported to defend critical areas.  
Magical Alarms and Surveillance
Andoron has a network of magical surveillance spells and alarm wards woven into the walls and main districts, capable of alerting the Council and military forces of any breaches or disturbances. These spells allow the guards and Sentinels to monitor the perimeter and key areas, maintaining constant awareness of Andoron’s defenses.

Industry & Trade

Arcane Crafting and Enchantment
One of Andoron’s most notable industries is arcane crafting, which involves the creation and enchantment of magical items, tools, and weapons. Highly skilled enchanters and artificers work in specialized forges to create a range of enchanted goods—from powerful wands and enchanted armor to everyday items with minor charms. Andoron’s economy benefits significantly from the taxes collected on goods moving through the city, as well as from tariffs on imported luxury items and resources.  
Export Markets
Key export markets for Andoron include Hildenor to the west and Aelvar to the south, with demand for enchanted goods, potions, and crafted items remaining high. The Enlightened Council maintains close diplomatic and trade relationships with these regions, ensuring a steady stream of business that keeps the city’s economy flourishing. Certain rare enchanted items are also traded with Altoria to the south, adding to Andoron’s diverse and prosperous export portfolio.

To produce enchanted weapons, armor, and magical artifacts, Andoron boasts some of the finest arcane forges in Delrenor. These forges utilize both mundane fire and enhanced magical flames that can melt the rarest metals. The city’s sewer system is far from ordinary; it is a magically reinforced network of pipes and tunnels, designed to keep the waterways clear of waste while preventing magical contamination. The underground tunnels are enchanted to prevent the buildup of gases or blockages and are regularly maintained by the Arcane Wardens, who ensure that they don't become conduits for magical corruption or dark magic.

In the Industrial District, alchemists and arcane engineers have constructed distillation plants to create potions, elixirs, and magical catalysts. These plants use magically powered alembics and distillers that enhance the natural properties of ingredients, allowing for the mass production of magical substances like healing potions, mana-infused oils, and enchanted brews.  
Magical Public Gardens
Designed by the city’s more artistic residents, the Magical Public Gardens are an essential part of Andoron’s cultural infrastructure. These gardens feature plants and flowers that have been enchanted to grow and thrive in ways that would not be possible naturally. Some plants can produce glowing fruit or flowers that change colors with the seasons, while others possess rare healing properties.  
Warding Walls and Defensive Towers
The city has several Warding Walls, which are magical barriers that encircle certain districts, particularly the Enlightened District and the Noble District. These walls are not only made of solid stone but are also enchanted with defensive magic that can create a protective shield in the event of an attack. Defensive towers, positioned at strategic points throughout the city, act as observation posts and centers for coordinating magical defenses.  
Crystal Networks for Communication
A Crystal Network of interconnected gemstones has been created to facilitate long-distance communication across the city and beyond. These Arcane Crystals can transmit thoughts, messages, and even images, allowing for near-instantaneous communication. They are often used by the ruling council, merchants for trade, and mages for research collaborations.  
Enchanting Markets
In the heart of Andoron’s Market District, there is an area where goods are sold not just for their mundane value but also for their magical potential. Enchanting Markets feature items like rare gemstones, enchanted relics, and spell components that can be used for crafting or research. Magical merchants trade in these goods, creating an active and thriving magical economy.  
Public Baths and Healing Pools
The Public Baths are magical in nature, designed not only for cleanliness but also for relaxation and rejuvenation. These baths are filled with enchanted water that can heal minor wounds and ailments, promoting health and well-being for the city's residents. Some are known to possess Mana Infused Pools that regenerate magical energy.  
Arcane Academies and Libraries
Andoron’s famed Arcane Academies are places of learning and research where students, scholars, and mages study all manner of magic. Some of these academies are attached to vast magical libraries, containing books, scrolls, and artifacts of unimaginable value. These centers of knowledge are critical to the city’s role as the magical capital of Brayth.

The Enlightened District
The heart of Andoron, where the Enlightened Council and high-ranking mages reside, the Enlightened District is both awe-inspiring and strictly regulated. Its towering spires, made of enchanted stone, seem to touch the heavens, and the streets are lined with majestic marble statues of the great mages of history. This district contains the grand Arcane Academies, ancient libraries, and research chambers where mages work tirelessly on their craft. The magical energy is palpable here, with spells constantly being tested and perfected. Only the elite and most powerful are allowed access to its secrets, making it an exclusive and often secretive part of the city.  
The Noble District
Home to the wealthiest families and powerful nobility in Andoron, the Noble District exudes luxury and opulence. This district is known for its sprawling manors, intricately manicured gardens, and private estates, each guarded by enchanted walls and defenses. The streets are wide and clean, with fountains made of magical water and statues that seem to come to life with movement. This district is both a center of commerce and social influence, where deals are made, and powerful alliances forged. High-end magical shops, fine dining establishments, and exclusive events are the norm in this area, and its residents live in unparalleled comfort and protection.  
The Industrial District

Here, you'll find the Arcane Forges, Blast Furnaces, and Alchemy Labs that produce enchanted weapons, armor, and magical potions. It is a place of creation, and its workers are a mix of skilled artisans, mages, and laborers. While the district is less glamorous than others, its importance cannot be overstated; it provides the resources that fuel the city’s powerful economy and military strength. Despite its rough appearance, there is a sense of pride among those who work here, as the products they create are highly valued.  
The Magical District

The Market District

The district is filled with both mundane merchants and magical traders, creating a dynamic blend of cultures and products. The Industrial Canal District
The Industrial Canal District runs along the river that cuts through Andoron, lined with warehouses, shipping docks, and floating shipyards. The Residential District
This is the district where most of Andoron’s citizens live, though the standard of living varies greatly depending on one's wealth and profession. The Residential District is divided into several tiers: wealthy enclaves near the Noble District, middle-class homes scattered throughout, and the poorer areas closer to the Industrial District. The district is filled with cozy homes, small shops, and bustling streets, though the atmosphere can vary greatly between sections. The wealthier areas feature townhouses with enchanting décor, while the lower-income areas see cramped apartments and humble homes, often with makeshift magical devices to help manage daily chores. The central streets of the district are filled with the hustle and bustle of families, laborers, and traders who make their living in the great city.  
The Arcane Garden District
The Arcane Garden District is a lush and serene part of the city, known for its beautiful enchanted gardens and tranquil parks. These gardens are not only places of natural beauty but also serve as research grounds for magical plant life and alchemical flora. Mages often come here to gather ingredients for their experiments or relax in the calming presence of nature. Some plants in this district have magical properties, such as glowing flowers that illuminate the area at night or trees whose leaves can be used to brew powerful potions. The Temple District
The Temple District is home to many of the city’s religious institutions, temples, and shrines dedicated to the gods of magic, knowledge, and power. This district is often quieter than the others, with many visitors coming for contemplation, prayer, or enlightenment. The grand Temple of Arcanos, the god of magic and knowledge, stands tall in the center of this district, attracting scholars, mages, and religious leaders. Smaller shrines dedicated to other deities are scattered throughout, providing spaces for citizens of various faiths to worship. The Temple District is a place of spiritual reflection, but it is also home to some of Andoron’s most respected scholars and teachers of arcane wisdom.  
The Lower District
The Lower District is Andoron’s underground area, where the poorest and most desperate of the city’s inhabitants live. Influence: Valued for their skill and reliability, the Blades are close allies to Andoron’s guards and are respected for their dedication to the city’s protection.

Purpose: A union of Andoron’s most prosperous merchants and traders, coordinating business interests, setting market standards, and lobbying for favorable trade policies.
Activities: Hosts markets, enforces product standards, and influences pricing strategies within the Grand Market Square.

Purpose: Specializes in enchanted weapons, armor, and metalwork, with members known for their skill in imbuing metals with arcane power.
