What do the party know about Lucan?

He is a half-elf bladesinger (wizard), who has a strong connection to his elven heritage
He was a councilman in Prith (as an elected position)
He started stealing elven artefacts when Claira came back into his life
He was close with Rider, a halfling sorcerer with anger issues
He stole the sceptre of Prith and lost his job as a councilman when he was caught as the thief (although her ran away to avoid consequences)
It was the party who discovered he was the thief, however he and his company easily bested the party in combat, and made off with Dimitri's rapier
He frequently contacts the party through 'sending' often to annoy them
He broke into the party's house and left gifts on the ned for them - he returned Dimitri's rapier and gave him a homing bolt. He gave Ander a glove that allows him to do hold person when in contact with someone. He gifted Pothos a ring that allows her to use sending once per day, although it is cursed and she is unable to remove it.
He gifted the same ring to Achievement
When asked, Lucan aided the party in heisting the Lord of Hedgefort. In return he wanted help getting some artefacts and a cut of the money
The party contacted him about 'the old world' and he was eventually able to help
He came across an old object that could create shots of what happening ((camera)) and explained to the party why this was proof of an old world
He showed the party The Lost City, a city that seems to be frozen in time in the old world
He accompanied the party to Magecrest, and let Erdan work to recreate the Snapper
