Avismore
Avismore, also known as the White City, is the largest city on the North Sea and third largest on the continent. A truly cosmopolitan city, Avismore attracts people from all cultures and walks of life, most notably due to the White Tower, the home of the Aes Sedai.

Avismore is a meritocratic magocracy ruled by the Amyrlin Seat, the leader of the Aes Sedai. The Amyrlin Seat is elected by the leading council of the Aes Sedai.
The courts are overseen by the judges appointed from the Gray Ajah of the Aes Sedai and the Churches of Alene and Khaldir. Those convicted by the courts could make an appeal to the Amyrlin Seat, herself, though frivolous claims appealed in this way were punished harshly.

Defences
Avismore had two separate armed forces, the City Watch and the Tower Guard. While the Watch served as Avismore's police force, the Guard served as the soldiery of the city-state, patrolling the roads and staffing the garrisons and watchposts, as well as guards of both the city gates and the White Tower itself. When more firepower is required, Aes Sedai of the Green or Red Ajahs would lend sisters to provide magical support. In more delicate missions, Aes Sedai of the Blue or Gray Ajah would be deployed.
The city itself had strong stone walls on its landward sides. From the sea, a small fleet of galleons protected the city from any seaward threats.
Aside from this, Avismore also benefited from a large native population of adventurers that are often more than willing to deal with any threats to their home city.

Industry & Trade
Being as small as it is, Avismore as little to offer for natural resources beyond fish and grain, but, being situated at the mouth of the Verdant River, Avismore is a hub of trading in the northern reaches of the continent.
Guilds and Factions
The city is ruled by the Aes Sedai, one of the great orders of mages on the continent. In addition, the Church of Khaldir and the Silver Sun Trading Company hold the most political sway in the region. The Silver Sun is one of the largest trading companies on the continent, moving goods all the way from Aradan to Nevalus and Vechon.

During the time of the Rivvikkan Empire, Avismore was a great free city, ruled by a number of influential organizations, each contributing a lord to the city’s ruling council. The most powerful of which being the Silver Sun Trading Company (a merchant’s guild), the Company of the Iron Hand (a band of mercenaries that worked as the city guard and standing army of Avismore in exchange for a seat on the council), the Church of Khaldir, and Sisterhood of the White Flame (the predecessor of the modern Aes Sedai).
With the Empire’s fall, refugees fled to the northern reaches of the continent, far away from the magical cataclysm that ravaged the south. Many powerful channelers came to Avismore and joined the Sisterhood, increasing the organization’s hold on the city immeasurably, allowing them to take control of the city entirely, and reshape the entire political structure of the region. The Rivvikkan channelers brought with them many of their customs which shaped the Sisterhood into the Aes Sedai as they are now known; the Company of the Iron Hand was the first to swear fealty to the Aes Sedai, and so, they became the Tower Guard, though continuing to serve as the city guards and its standing army; the Silver Sun Trading Company remains the largest trading company in Northern Jalirûn, though their influence on Avismore’s politics is now none as magical prowess and knowledge gives much more influence than coin in the city’s politics; and the Church of Khaldir remained almost as it was, with the temple’s archpriest continuing to act as the religious and spiritual advisor to the city’s leadership, now the Amyrlin Seat of the Aes Sedai.
