Mayor Earl Holt

Earl Holt is a native of the city of Dahlonega, having grown up in the winding streets and alleys. An orphan of the Opella War, his parents were slaughtered by orc mercenaries hired by Recfrere. He found himself without home or family, and joining other orphan street gangs. They undertook petty crimes and thefts to help sustain themselves in the wake of the war, and there was little support offered by the government. Earl proved to be lucky, and his street gang was rounded up by the city guard, but he managed to elude capture. He bluffed his way into work as a clerk with the bureaucracy, lying about his age. 
As a bureaucrat, Earl worked hard and established a reputation for solid work, marrying a daughter of one of his bosses, and elevating himself in Dahlonega society. Seeking to escape the relative monotony and quiet of the bureaucratic life, he decided to seek out investment and money and build a business of his own. With the support of the town guard and numerous members of the city government, he found his path easily paved with supporters and wealth. The funds were acquired, and he established a new enterprise of information sharing. Utilizing the street gangs of orphans and others, he learned the secrets and capabilities of traders and industrialists within the Mersan Union.
The information allocation made him numerous enemies, but few of these could not be suppressed with precise leaks of their skeletons and secrets. An empire of information emerged, and with the wealth that provided, selling secrets to those who could afford him, Earl Holt quickly became one of the wealthiest men in the Mersan Union. Although some expected or encouraged him to enter into national politics, he chose to remain on the sidelines, simply investing money when he wished to see policies change. The sole exception to this was in Dahlonega himself, where he decided to take a more active hand. 
After a previous mayor was accused of corruption, as information of theft and bribery entered into public knowledge, Earl stood up and began to run on a platform of providing jobs and support for the poor of the city. He demonstrated his intent with the opening of multiple common houses and orphanages, for the homeless and deprived to spend their time and stay out of the city streets. With the support of the working class, Earl managed to handily win the elected. He has since continued to act upon his pledges, investing much of the city's money into welfare for the poor and incidentally, buying the loyalty of an ever-growing web of spies. It is said that Holt knows every action and person in Dahlonega, and perhaps even beyond.
