Department Head Eliseo Maino

Eliseo Maino is the youngest ever Department Head in the history of the Kingdom of Forard. He was born to a less reputable noble house in the city of Crawford, but still received some of the finest education available. Unbeknownst to his current peers, however, he received most of his training by rising up through the ranks of the criminal underworld of the city. He learned how to evade the best efforts of the Departments of Law or Internal Relations, and remained hidden in his identity from them during his entire criminal career. Eliseo brought ever greater wealth to his family as a child, and it would not take long before he stepped up to truly growth their treasury.
As a teenager and young adult, Eliseo led ambushes of caravans, luring their heads into remote parts of the city of Crawford and the surrounding area, and leaving none alive. What truly allowed him to succeed, however, was his technique of essentially vanishing the entire caravan, slaughtering the animals, and dissembling the wagons. If any passengers or travelers survived the initial attack, they would frequently be sold into slavery in the Bahami Federation, through other contacts Eliseo had made. Therefore it was odd that when the time came, Eliseo would instead rise through the ranks of the Department of Law, the very organization that would attempt to bring him to justice.
Even though there would be no trace of Eliseo's victims in Crawford itself, enough people had gone missing to attract the interest of the Department of Law. They began investigating, and thanks to his strong system of informants, Eliseo knew that the time of his raids were coming to an end. By betraying his informants and many of his cohorts to a slaughter, Eliseo positioned himself as a dedicated zealot enforcer, who gained great fame for his apparent breaking up of a ruthless criminal syndicate. He was offered a position in the Department of Law as a Dedicated Manager almost immediately. He graciously accepted, but retained that post for only a brief time, after which he was promoted to Operational Manager of Eastern Forard, upon the death of the previous manager.
Death continued to clear the way for the advancement of Eliseo, and upon the assassination of the Department Head in 1038, he had a shot at the top job. Thankfully, he had arranged the assassination himself, which allowed him to redirect suspicion at the Department of Internal Relations. He had planted plenty of evidence to support this conjecture, allowing him to ride the resentment towards the rival department to leadership in 1039. Since achieving the height of power, he has begun redirecting more and more of the efforts of the Department of Law against his enemies, rather than actual enforcement, and immunity to the law is now for sale to those who can afford it.
