Mayor Horudoh Bhahla

Horudoh Bhahla was born to an established family of shipwrights in the city of Moultrie. Bhahla Shipbuilders was at the time of her birth the preeminent firm for creating river boats and lake-bound fishing craft. Owning one of the main shipyards in the town helped bolster the family and created great wealth for nearly one hundred years before Horudoh's birth. Horudoh was thus afforded a private education with many elite tutors who helped her learn of the ways of the world and beyond. 
As her education grew, Horudoh became more active in the family business, and even in Moultrie beyond the walls of the shipyard. She helped develop new initiatives and jobs for the people under her employ and became one of the most popular business owners in town. When she inevitably inherited the shipyard from her parents, who chose to retire, she grew these efforts and became one of the most charitable donors of gold and food in the whole city. Her popularity soared and she was considered one of the great benefactors of the working people of Recfrere. Her marriage a member of the working class helped cement her identity as someone the average person could relate to. 
In 1030, the death of the former mayor of Moultrie opened up a new opportunity for Horudoh. With the endorsement of a rising star in the ranks of the local sheriffs, she embraced the chance to enter into politics and make a better life for everyone in the city. The money of the shipyards and the rabid support of her employees, she won the election in a landslide, becoming the new mayor on a platform of improving citywide working conditions and infrastructure.
Horudoh has managed to keep most of her campaign promises, working closely with the Sheriff of Moultrie, even with the rising tensions between sheriffs and mayors throughout Recfrere. She has become an avid proponent of reconcilation and mediation between sheriffs and mayors, claiming that it benefits no one if those who rule Recfrere are constantly fighting amongst themselves. She has continued to invest both city taxes and her own personal contributions to improving and repairing infrastructure in and around Moultrie.
