The Dhohi family came to the town of Pleasant in 988, fleeing from the destruction of their village further south during the Opella War between Recfrere and the Mersan Union. Having lost everything, Kheihnum's parents sought to rebuild their lives on the wharfs of Pleasant, becoming involved in the fishing industry. His mother was a private school teacher in the town, and she was able to provide her son and other children with a basic education and literacy, a boon over others in the community. As he grew older, Kheihnum saw how the original residents of the town took advantage of refugees and immigrants like his family, and he enlisted with the Sheriff's office as a guard. 
He was provided with a basic education in law, both local and kingdom-wide and served for eight years as a town guard. Kheihnum's efforts led to recognition and respect, and he was granted the position of judge within Pleasant. His interpretation of local laws was deemed to be fair and even-handed despite the social statuses of those who would be brought before him. In 1035, the death of Kheihnum's mentor, the previous sheriff of Pleasant, opened up a new era in the town's history. The mayor, Nasohloh Jike, put forth a candidate of her own, seeking to gain an ally in dismantling the Assembly of Sheriffs. Unwilling to let this flagrant assault on the Assembly take place, Kheihnum himself ran for the position. He was narrowly elected, and has since become a strong opponent of Jike's initiatives.
Kheihnum has undertaken efforts to preserve the impartiality of the Assembly of Sheriffs in Pleasant, but finds himself stymied at every turn. He is usually politically outmaneuvered and has yet to find the evidence he needs to demonstrate Jike's involvement with organized crime and smuggling. There have also been multiple assaults and threats against his family, both his siblings and children alike. Some claim that the death of Kheihnum's third child in a fishing accident in 1039 may be somehow linked to his political opposition against Jike.
