Pablo Ballestros

Secretary Pablo Ballestros (a.k.a. Leoquinal)

Pablo Ballestros, or Leoquinal as he is known to fellow high elves, was born among the Nasite humans, leading to the selection of his human name. He was educated among the elves of House Ballestros, learning the ways of basic magic, history, and the arts of managing banks and lending. Still young among his people, when he entered into human society in 980, he began keeping a close eye upon human affairs and the potential they offered. He appeared to be a dilletante, seeking out parties and celebrations with the lesser races and avoiding his duties as an elf. That is why it came as a shock to the rest of his family when he announced his discovery of the Augustinian plot to gain independence. He announced that he believed the Augustinians would succeed in their efforts, and asked for the opportunity to take advantage using the family's funds.
Leoquinal was granted the slimmest of approval, and he was able to set up a banking house in Augustin shortly before their purchase of independence, lending some of the wealthiest human families the funds they would need to pay their contribution. With his hooks into the movers and shakers of Augustin, Leoquinal was the first high elf to move into the city after it gained independence. He proved a willing advisor and consultant to the humans, providing them with the aid they needed to succeed in their trades, all the while attending their parties and becoming close friends with each of them. The other high elves were astonished by his successes, and he soon became one of the wealthiest elves in the family.
In 1026, Leonquinal was the first high elf to qualify for purchasing a seat upon the Free City Council of Augustin. He was welcomed with open arms, and his entry paved the way for even more of his and other high elf families to join the town government. Due to his friends and skill with numbers, he was appointed Secretary of the Free City Council, granting him extensive legislative power. Now, a close friend of his has become Crowned Mayor, and most people in the know believe that this "Pablo" is the one who is truly running the Free City of Augustin.
