Department Head Raide Belfi

Born in the old city of Mariana to a family of actors, Raide Belfi found himself raised in an atmosphere of deception from the very beginning of his life. The intrigues and politics of the theater world proved a school that would serve Belfi well when he entered into the civil service. As a child it was expected that he would enter into the theater life with his siblings and parents, rather than any other pursuit. He himself believed this to be the case, and proved a moderate actor on the stage, undertaking numerous roles, but lacking a talent for writing or support of the stage. 
In 982, after a performance of a popular drama, Raide met a local aristocratic woman in the audience. The two of them immediately struck up a burgeoning romance, and began courting, despite her parents' disapproval. In order to win over the parents, Raide left the theater, taking up a position within the Department of Urban Infrastructure, thanks to references and support from his beloved's family. He entered into the administrative affairs side of the Department, moving to Panama to take up his new role. Sadly, his own family disowned them, and he would lose track of them after a decade of futilely trying to remain in contact.
Raide rose steadily through the ranks, ably dodging plots and making allies among the rest of the bureaucracy. Having married into a landed family in Panama, his wife proved a valuable asset, and the two hosted parties and celebrations, at which Raide would always maintain the attention of his new audience. In time he gradually made it to the top of the Department, and was appointed the new Department Head in 1011. 
As Department Head, Raide has done everything possible to maintain the Department's independence from the rest, and to improve the economic well being of the nation of Forard. He has himself become one of the most wealthy men in the kingdom, receiving a cut of the taxation of the wealthiest Forardi communities. He has also refused to pick sides in the conflicts between other departments, but has become closer with the Department of Internal Relations, hoping to build alliances against Rural Infrastructure, which has been a thorn in his side for resources sabotage for several decades.
