Rally of Free Men
The Rally of Free Men is an organization existing in the Jakonian Empire, based in the city of Liberty. Although they bear the hallmarks of a nationalist movement against Jakonian rule, in truth they are a front for an organized crime group dedicated towards establishing themselves against the power of House Camburn. They aim to gain control of the illicit trades that run through the city, and develop their wealth into independence, similarly to how the rulers of Augustin and Capcora gained power, by establishing a powerful merchant class to purchase the city's freedom from the Jakonian Empire.
Structure
The head of the Rally of Free Men is elected from among the various merchants and thieves that make up the organization. Typically chosen for their cunning or skills in their chosen craft, the Rally's head is often known as the First Among Equals, or simply, the First. Members of the group who serve the First directly are typically known as Seconds, and so forth all the way down the line ending only based on whoever is assigned the basic grunt work required for a job. The Rally is more of a coalition than an organized military or rebel front, and therefore the structure of the group is fairly flat, with authority being granted by those who command the greatest loyalty among their subordinates, whether it is through wealth or muscle.
Public Agenda
The Rally of Free Men is best known as a militarized movement attempting to secure the freedom of Liberty from the Jakonian Empire. They seek to undermine Jakonian rule and resist the oppression of the aristocrats who have declared their lordship over the land. The Rally of Free Men believe that every individual should have the right to dictate their own destiny, and that there is no place for tyranny over the masses. They further equate the slightest taxation as tyranny, and believe that one's gold belongs in the purse, not in the hands of a government. Lastly, they argue that the only ones who deserve wealth and power are those who can prove themselves superior through trade, combat, or theft.
Assets
The Rally commands the loyalty of anywhere between a thousand to two thousand people scattered in Liberty and the lands beyond. Many of these are loosely affiliated thieves and scoundrels, who assist by providing donations of gold to the cause of rebellion. Some individual members can be quite wealthy, but continue to cooperate even after gaining their own riches. Unfortunately, this means that there is no consolidated wealth or resources typically to provide to those who do the Rally a service, with individual leaders and Seconds often forced to reward their subordinates out of their own pockets.
