Voirrey Cowin was born to a regular working class family in Smitlaw, and in any other community she likely would have been stuck in a similar position. She was a curious child and soon found herself fascinated with those who worked towards the greater good in the town's bureaucracy, and would sneak in to watch testing take place for those seeking advancement. She studied the tests as they were taken, even as her parents could not afford to provide her with an education of her own like wealthier members of town. Although she would have frequent duties taken care of her younger siblings and working when her parents fell ill, she never gave up her dream of joining the ranks of the town's servants.
In time, she at last was able to save up enough gold pieces to pay to take tests to join the town's Department of Commerce. She excelled at the testing process, and achieved perfect marks for the first time in the Department's history. The leaders of the town enthusiastically hired her to begin service as a manager upon the Golden Island, which had begun to grow in prominence following the closure of the borders of the Shin Empire. Voirrey proved extremely adept, and more importantly, incorruptible, turning in those who sought to subvert the town's workings and the trade system that had been established. Marrying into a wealthier family who's son had also taken up the bureaucracy as his cause, Voirrey established a comfortable position in the trade routes of Smitlaw.
The outbreak of the Sypi Civil War made the situation in Smitlaw somewhat more hazardous, as trade with the south was closed off due to the ravages of war. Despite this, Voirrey managed to maintain the trade with the Shin and preserve the economic welfare of the people under her leadership. She rose quickly through the ranks, with a history of flawlessly passing every test put before her. Her deft economic management helped Smitlaw avoid the disasters that befell the other towns of the Sypi Confederacy, keeping the gold flowing in, and helping preserve a strong position of influence in the Confederacy. Her advice was frequently sought after by the town's mayors, and in 1028, she was elected to office of mayor herself.
Since 1028, Voirrey has continued to be reelected mayor, and has proven incredibly popular among most segments of the population. Unfortunately, she has begun finding that not everyone is just happy with the wealth she has brought Smitlaw, and the growing population of adherents to the Shin way of life seem to pose a threat to the peace in the area, as she has continued to follow the ways of the Wicka, rather than embracing the ancestor worship of the town's northern neighbors. Although tensions are low, the Shin-friend voting bloc seems to threaten her position for the next election.
