The Watchers are the military heads of the Waterdhavian Cavalry, remnants of the Hellriders, the Flaming Fist and the Dwarves of the Sunset Mountains unilaterally imposing "Edicts" onto the City of Scornubel until the Elturel line of Succession is realized and the official rulers come back to the city. At least that is the idea....

Judicial Body

Largely military tribunal for severe crimes, most petty crimes have unilateral punishment from the military members enforcing the martial law on the city. Large amounts of discretion are given to the soldiers to figure out punishment.
