The Meet
A council of the leaders of the 5 major criminal organizations out of Mergewater. The Meet is where agreements and disputes are worked out to help get the most out of each organisation.
It is usually a tense alliance, with each leader thinking they are better than the other, but they also don't want the cost of a gang war.
