"I'm not sure if I'd call it the 'true heart' of the realm, but it certainly is the head. The Emperor, the High Lords, and the House of the Twelve... it's difficult to say there is another city which holds as much importance to the modern Empire as Eva Valoria.Eva Valoria, the capitol of the Empire, a city which has stood the test of time and unrest. In the early years of the Empire the capital was positioned in what is now colloquially called Old Rhyliss, where the first emperor began his conquest. After expansion to the west continued through the next two emperors' time, it was determined a new city should serve as the center of power and authority. A considerable amount of time and expense was used to build a great city out of Kiroan sandstone local oak to intentionally give it a consistent look. In the centuries since the foundations were laid, the boundaries of the city have extended outwards, now encroaching on old burial sites which had been made for the early families of emperors.
While the city hosts the Imperial Palace and the meetings concerning High Lords, most aspects of governing the city are left to the mayor and a small city council. The current city leadership has followed the ideals of the 'Emperor-Philosopher' and expended a lot of effort to expand funding for schools and similar programs within the Brightmoon District. The council has also takened steps to welcome a more diverse selection of people to become citizens, putting money into tearing down older structures to build more housing.
All these programs and initiatives suggest the traditional old styles of the city are giving way to new ideas, new people, and new fashions. The tension has strained much of the relationship between nobility and citizens, along the usual lines of "traditionalist" versus "new idealist". Most of this has remained simmering under the surface rather than erupted into more active trouble.

Gilden Garrison
Situated on the outside of the city walls inside a separate division, stands the Gilden Garrison. Officially within the Imperial Legion, it is 'Fort Drakehill', but the locals refuse to call it that. The Legion soldiers within are tasked with defending the capital in the case of an invasion, and are distinguished by wearing gold-plated helmets as opposed to the usual steel. Part of the garrison land is also used to support the city's Imperial Guard, as they train alongside the Legion.
