Carm Hoag

Carm Hoag is a half orc who is the councilor for the Shipping District. He is generally disliked by many people within the district who accuse him of being a puppet for the Merchant District. Most people don't know much about him personally, but this could be because he moved into the Shipping District 6 months before he became the councilor. Since then he has voted the same way as the Merchant district on everything that has come up for a vote, including matters that do not affect the Shipping District.
