The Library is called by locals as "Elmersen Stacks Cellar" - it's official name is "The Elmersen Bibliotheca Cave Cellar"

... approaching the building it is small and square stone structure with one door in and numerous windows. Heading down the broad steps, sight a huge picture of a black/shimmering blue dragon.
