Military City of The Empire of the Runekeepers. There is a suspicion of non-Elf folk in the city. This has lead to a two-tiered wall system.
Whilst "Outsiders" are allowed into the city gates, there is a second, deeper set of well-protected gates that "Outsiders" aren't allowed into without permission.
