Fylkirate
Elected to serve
The Fylkirate is an oddity in Eturia, while some class similar to the nobles of Avignon or Dithmarburg still exist, in the Mark, they are for all purposes the same as traders and manufactorers, as they all stand in a position to be elected Fylkirate. Compared to the monarchs of Evantian, the Fylkirate is limited in their powers, however the flip side of this lack of power is the systems of the Mark, which work to maintain the best possible men in their most valuable role, all working towards the good of the Mark. Qualifications
The Fylkirate must be elected by the voting population of the Mark, either with over 50% of the vote or lead a coalition of 50% or more of the senate.
Requirements
To be able to run for Fylkirate, one must be a Nordmen and own land in the Mark.
Appointment
After the election and formation of the Government, the prevouis Fylkirate passes the Fylkirate Ring to the new Fylkirate to symbolize the change in leader. If the current Fylkirate remains so after the election, they are expected to deliver a speech to symbolize the new term.
Duties
The Fylkirate is expected to serve the people of the Mark, to run the Government with the help of their cabinet and to represent the Mark on the world stage.
Responsibilities
While there are many smaller tasks for the Fylkirate, they all come back to the ultimate job of the Fylkirate, to lead the goverment of the Mark.
Benefits
The Fylkirate gets to live during their time as Fylkirate in the Republica Longhouse on Arnin Hill, is afforded high levels of personal security and personal command of the Republica Guard. They also gain much from their position as head of the Government of the Mark.
Accoutrements & Equipment
There are few items related to the title of Fylkirate, however the Fylkirate Ring is important in the process of the Fylkirate exchanging from one person to another.
Grounds for Removal/Dismissal
If the Fylkirs of the Government find the Fylkirate is not fit to lead, they can pass a vote to dissolve the Fylkirate, requiring 75% of the Senate and 50% of the current Government's members to vote in favour for dissolve. The more common means for a removal is simply stepping down, in which case an election takes place, losing an election or a death in office, which also triggers an election.
History
The title came from the Fylkirate being the leader of the Republica Arnin during the Period of Chaos, when the Mark was formed by the Republica Arnin, the Fylkirate becoming the new leader of this new nation was seen as a natural evolution.
Cultural Significance
The election of the Fylkirate is seen in the Mark as the ultimate sign of their freedom, to decide their own leaders. While the notion is not as celebrated, other cultures still respect the Fylkirate as the leader of the Mark, with the exception of Hindelia, who's trade rivalry with the Mark leads to them regarding the Fylkirate as "A serf ruler".
