Heavenly Emperor

No title in Eturia can compare to that of the Heavenly Emperor of the Heavenly Throne of Dithmarburg. The elective monarchy has under it's rule one of the best militaries ever seen, one of the most economically powerful lands and simply one of the most defensible lands in Evantian. He who sits on the Heavenly Throne is one of the most powerful people in the world, if not the most powerful. This power is shown by the fact that the Empire has only been close to an end from internal succession issues, and never from an outside force.

Qualifications

Any Emperor has to be elected from the nobility of Dithmarburg, or have a legitimate claim for being descendant from a former Emperor.

Requirements

The Emperor has to be majority voted for by the Heavenly Diet in order to take the throne, while not a codified law generally humans are only allowed to be elected.

Appointment

Once approved by the Diet, the Emperor must properly accept the title in the acceptance ceremony the next meeting of the Diet, where the Mayor of Wien will crown them. During the 5 months before this, the mechanics of the realm pass to the new Emperor.

Duties

Lead Dithmarburg and it's armies, represent the people of Dithmarburg within and beyond the realm.

Responsibilities

Manage income, lead the Heavenly Throne's armies, pass final judgement and most importantly serve as a head diplomat.

Benefits

The Emperor has direct control over the Imperial army, and the leaders of the sub-regions are expected to serve the Emperor. They also get control of the Heavenly Steel manufactories and a portion of all taxes in the Empire.

Grounds for Removal/Dismissal

Removal of the Emperor is almost impossible, however it is more common for lands under the Throne to simply ignore the authority of the Emperor instead of removing them.

Cultural Significance

Within Dithmarburg it is regarded as a position empowered by the Lords. Outside Dithmarburg the perspective is more akin to a generic monarch.
