Cult of the Slayer
If you ask people what lurks in the dark, most likely they would tell you of the Order and one of its half-truths quite readily for they do not fear the unknown or simply do not understand the threat they pose. They will never speak of another group, the one they truly fear, that dwells in the same shadows and the same realms as myth and legend. That is the type of group the Cult of the Slayer is. A menace that can strike at any time, anywhere and with no rhyme or reason behind their actions. For the Cult is less of an organised faction and more of a movement borne of chaos and destruction. Here those who have been downtrodden, cast out or simply disillusioned with the world can find a home in spirit no matter where they come from, sharing in one simple desire; to see the world burn. For they follow the path the Slayer carved out for them and though their patron has been inactive for some time they still faithfully continue to eliminate targets from her list. Each death fuels the Cult, inspiring fear wherever they strike before vanishing back into their shadowy domains where they await their next target.
Structure
If there is a definable structure or hierarchy within the Cult, it is not apparent to any outsider. Many members seem to act individualistically with no input from other cultists and yet somehow they are able to make coordinated attacks. Whether this is through divine inspiration and all cultists follow the Slayer without any other leadership or simply have a secret mode of communication with an actual leadership group is not known. The only known rank is that of a Champion which is simply how exceptionally powerful or renowned cultists are referred to by others.
Public Agenda
Precisely what the Slayer, and by extension the Cult, wants is largely a mystery but it can be surmised that they are attempting to trigger conflict by inciting chaos and assassinations in order to destabilise the world. In all likelihood they seek a new world born of anarchy instead of the structures and institutions of the current world.
History
The Cult has no defined starting date as no formal organisation known as the Cult has ever existed. It simply consists of the followers of the Slayer who have existed since not longer after her ascension to a Living God. Having come into existence during the early years of the Grand War they would follow the Slayer into battle after battle, revelling in the chaos and bloodshed that came regardless of whose side they joined. Soon their numbers grew so large that they no longer even took sides, seeking only battle on their own terms. Their actions prevented the war from ending multiple times, by ensuring that they always fought whichever side had an advantage in the wider conflict and by doing so extended the suffering and death by hundreds of years.
Their attempts to prolong the conflict led to them besieging Oshen, the one city that had avoided most of the damage and that had withdrawn from active involvement in the war by seceding from the Acrean Empire and refusing to join any other nation. The Cult besieged the city for over a year but eventually became the first force to overcome the shields defending them in no small part due to an immense show of power by the Slayer herself. Despite this great success, and the damage they caused while ransacking the city, the Cult would be repelled by an incredible display of Osheni technology and the Slayer herself was defeated by the city's Arbiter in an unprecedented victory. Forced to retreat and recover the Cult followed their master into seclusion and were unable to return in time to intervene and prevent the Osheni Peace Accords that would end the war. Thus the golden age of the Cult had passed and no longer could they rampage across the lands as they wished.
Despite being driven to the dark corners of the world the Cult managed to adapt to this new way of living and even in the greatest adversity were able to spread chaos and destruction. Members of the Cult would strike seemingly at random, sometimes against important targets and other times against seemingly irrelevant ones. Instead of carving a bloody swathe through nations they would wear down the cracks in society and make the world that little bit darker in doing so, all pushing towards triggering another Grand War in order to restore their glory days. They have also established one of the only permanent settlements on the Lost Continent at the location of the Fifth Trial and the Gods alone know what atrocities are committed out there in the wilds. It is wise not to bring up their name in conversation, it is wise to keep out of their business and it is wise to pray to the Gods that you never draw their attention for if the Cult turns its attention to you, you will most likely not survive the encounter.
The world will become naught but ash.
