New Druace
The renegade empire born of necessity.
Structure
The Druacians have a similar governing system to the Empire they split from, maintaining its own version of the Immortal Council, Arbiters who rule over the city-states and recognising the authority of the Imperial Judiciary. Where they differ is that the ruler of the Druacians is the self declared Vizier of the Emperor Raiden Solem who rules in the absence of Imperial command. His word is law and the Immortal Council advises him instead of acting as a legislative body as it does in the Empire. Additionally the Druacians disgarded the caste system that the Empire employed, seeing it as an oppressive and ultimately detrimental policy which led to the fall of the Empire from grace.

To renew the old Empire and build a new one in its place in order to bring about the return of the Emperor.
History
While many city-states suffered in the wake of the Cataclysm, none was more unfortunate than the city of Druace. A once verdant land filled with prosperous settlements and close proximity to the heart of the Empire it would suffer more attacks by Divine Beasts than any other. Over the centuries this took a greater and greater toll on the land which only got worse as the wars with the Republic and Protectorate drew more and more resources away from the beleaguered city-states. Eventually the situation would reach a breaking point and the Druacians, with a little encouragement from the Pleuyans, could take no more and rebelled as well.
A rebellion this close to their heartland not only had a severe effect on the Empire's morale but also triggered a number of rebellions amongst the remaining colonies who were also tired of being ignored in favour of the wars. This event almost single handedly ended the Second Unificaton War as the Empire was forced to fight on yet another front. Eventually the Empire was even forced to concede the lost territories and the Empire of New Druace was formed.
The new empire kept many of the old structures of power initially but as the cities began to discuss what to do, they came to a simple conclusion. The Cataclysm, the absence of the Emperor, the rebellions, all were punishment for the complacency and failures of the Empire. A new way would need to be formed, a new empire to replace the old one. As many old traditions that were maintained so were many cast away, practicality and survival taking precedence over the old ways. One such change was for the creation of a new ruling position in the absence of the Emperor, something normally considered heresy by the old Empire, in the form of the Viceroy which the old Arbiter of Druace, Markus Solem, became the obvious candidate for.
The Druacians always knew that the Empire would not tolerate their presence for any longer then they had to and that if they were to achieve their goals they would need to also overcome the Republic and Protectorate as well. As a result they were the most prepared for the Grand War when it came and had established formidable defences to hold the Empire back while they fought campaigns in the colonies. While there was a measure of regret that they had to fight the Pleuyans the Druacians found the backwards and restrictive ways of the Tesmeri to be a natural enemy to their practical and efficient mindset. Of all the nations they were the least willing to sign onto the Oshen Peace Accords but the defeat of the Slayer and the pressure from the others was enough to make them sign on. Since that day they have been building up as best as they can, given the state of their territories, and have been preparing for the day that war once again breaks out.
From disaster comes the greatest growth.
