Pleuyan Republic

The first nation to rebel against the Empire and the bastion of freedom in the world.

Structure

The Republic operates as a very loose association of city states, each allowed to control their own laws and customs as they see fit. Each city (and its corresponding territory) is ruled by an elected Governor and Council who determine the local laws. Operating on a larger scale is the Senate, a governing body consisting of five Senators per city with an additional Senator representing each smaller town. The leader of the Senate is the Lord President, elected by majority at the start of each five year term and combined they form the legislative body for the Republic as a whole. The Senate rarely passes laws regarding local issues and usually focuses on military and diplomatic issues instead. While the Senate can create wide reaching laws, the local legislative chambers can pass laws that supersede the Senate with a two-thirds majority vote from all local representatives (two Governors and forty Councillors). This helps prevent the Senate from overreaching its boundaries and maintain order between the branches.   Residents of the Republic are also divided into four distinct groups depending on their role in the nation. Civilians are those who simply live in the Republic, granted freedom to live as they choose and vote in local, but not nationwide, elections. Servants are those who currently act as a representative of the nation as a diplomat, soldier, politician or some other role who will be made Citizens at the end of their term of service. Citizens are those who have served or benefited the Republic in some way and have been granted the right to vote and stand in the Senate elections. Finally Convicts are those who have committed a national crime who are stripped of their rights to vote even after punishment for the crime, only getting their original status back upon completion of a service to the Republic.

Public Agenda

The Republic intends to welcome every city under their banner but prefers to allow them to do so willingly. As a result they often deploy aggressive propaganda campaigns in order to persuade city-states to sign up which they see as simply accelerating the inevitable. They believe that it is their destiny to one day rule the world as they are the future.

History

The trigger for the foundation of the Republic actually began over one hundred years before the founding with the Cataclysm and withdrawal of the Emperor from public affairs. As the Imperial factions attempted to maintain control without him, many cities became disillusioned and began to question their loyalty to the Empire and even the Emperor himself. Eventually it became inevitable that a city would break away, it was just a matter of which one. As it happened the city-state of Srada, far from the seat of the Empire, became the first city to pull the trigger.   The Arbiter of Srada, Nuala Pleuyan, had come to the conclusion that to maintain stability and order within her city required new ideas. Gathering her citizens into the first council she began the debate which eventually led to the city concluding that it needed to break away from the Empire and its rigid structures, clearly ill designed to deal with a crisis scenario such as this one. The declaration of independence sent shockwaves through an already disorganised Empire, but the military was already prepared for this. Intending to make a quick example of Srada they immediately deployed an entire Legion to bring the city to heel.   Expecting to rally the other cities against Srada and inspire a wave of patriotism, the 3rd Legion was not expecting to receive a hostile welcome from the other local cities and were caught by surprise when they opened fought the new arrivals. It had turned out that the Arbiter had already spoken to other sympathetic city-states and rallied them behind the new cause before their announcement and they were well prepared for the Imperial offensive. Caught off guard the 3rd Legion was almost entirely destroyed, sparking the start of the Sradian Rebellion. Recovering from the shock of the defeat, the Empire quickly assembled a larger force and soon the region devolved into a full blown conflict that would last one hundred years.   Somehow, against the odds, the rebels would emerge from the conflict victorious, fighting until the Empire could not afford to continue without losing other cities elsewhere. It had come at great cost, only 3 rebel cities remained and Arbiter Pleuyan had been killed in the fighting. But they were free. The alliance of city-states came together to develop the Pleuyan Republic, named for their late founder, where each city and each resident had the freedom to do as they wish. They formed the institutions that are recognisable today and began to forge their own destiny in the world.   The Pleuyans would later be responsible for helping both the Tesmeri and Druacians break away from the Empire in turn, allying with the Tesmeri to oppose the Empire's latest attempts to bring both nations to heel and fighting a war against them over the matter of the Druacians later. Despite having fought against most of the other nations, the Pleuyans were the most willing to end the animosity between them and maintain the peace after the Grand War. However their intent to grow their Republic through peaceful means is in no way complacency and they are more than prepared for the outbreak of the next war.
