Exfil Edict

The set of laws, treaties, accords, and corollary documents that justified, began, and guided the Great Retreat.
While there may be variances in implementation, there are certain bedrock fundamentals that all Exfil are expected to abide by.
The Exfil Edict constrains and defines member behaviors, but also contains guarantees of rights and welfare of all in the Exfil.
