Murder

The Murder of Morrigan Tower is the ruling body of that Arkology. It is a cryptocracy, with its current membership at any given time being unknown to the rest of the populace. Speak to anyone within the tower and you may, in fact, be speaking to a member of the ruling council.
Members of The Murder serve for limited terms and for a limited possible number of non-consecutive terms (3) over the course of their lifetime.
The purposes of keeping membership secret are manifold.

1. It removes the possibility of applying influence upon the governing body because no one knows who to try to apply influence upon.
2. Members are able to maintain genuine social connections with the rest of the population of the tower and thus have realistic views of life in the tower.
3. Members are shielded from the consequences of making necessary but unpopular decisions.

Members of The Murder are not allowed to reveal the fact during their term of service. It is allowed, but considered crude, to admit it later on.
The membership of The Murder is carefully curated to ensure that all possible factions and areas within Morrigan Tower are represented. The initial candidate pool is determined by AI protocols and vetted by the current council (with those in the candidate pool being anonymized, allowing members of The Murder to make their decision based solely upon demographic data).
In living memory, only a small group of members was found to be attempting to use their membership to their own benefit. They were removed from the council and Shadowed for a period of five years. Three of them did not live long enough to see the sentence end and thus never set eyes on the Outside for the rest of their lives. The lesson was learned by all.
