Outgoing Administration

The government and armed forces of 20th-century Human civilization continue to exist as a political force, however, its grip is arthritic, often artificial and largely ineffectual in monster-heavy areas and metropolises with a strong monster presence. Most large cities are under Martial Law, with people living in shelters under military protection from the threat of monsters. The TV stations report on anti-monster military operations, but most of this seems to be for show. The monsters are not an invading army, and the military would not be of much use against one immune to bullets. The government seems to be primarily concerned which restoring public confidence, and guaranteeing they will remain in power when the dust settles, but there has been little sign of a genuine solution to the problem.
