Cyrus Halshaw is Phlan's current Lord Council Speaker and is the leader of the township, ruling from the Cinnabar Throne in Valjeyo Castle . In addition to his House Guard and network of spies, he directs the Order of the Black Fist and the town’s limited bureaucracy. The town’s recent prosperity has in part been attributed to Halshaw’s steady leadership. Through his balancing of support for the various town factions he has managed to obtain a certain equilibrium that even now he struggles to maintain.
An outsider from across the Moonsea, little is known about him. He arrived into Phlan as an established merchant with deep pockets and has spent the last ten years integrating himself into the local power structures. A large and well-built older man, he cuts an imposing figure and has a reputation for being both stern and decisive. Never known to shout or raise is voice, he commands through a force of presence that demands other’s attention. When this has failed, he will a more direct application of force, subtle or otherwise.
He has dealings with most of the town’s factions but is not beholden to any of them. His shrewd diplomacy and a cunning that saw many of his competitors either dead or in exile has earned him their grudging respect if not masked fear.
