Order of the Black Fist

The Order of the Black Fist are a local mercenary outfit that are currently serving as Phlan's effective police and military force. Once a religious order dedicated to the Church of Bane (God of Fear, Hatred & Tyranny), they have since reformed themselves into a military force for hire and are currently under the pay, and apparent control, of the town's ruling council and Lord Speaker. Their headquarters is located in the Black Gate in Valjeno Castle which contains their main barracks, armoury, prison and interrogation facilities. This is supplemented by a number of guard posts scattered throughout the town as well checkpoints built into the town's walls.
They are mainly a force of light infantry, well equipped and proficient in martial weapons and are capable fighters and brawlers with experienced officers. On paper they are a highly disciplined and regimented force but in reality they are a closer to a common militia or armoured mob. To make matters worse, as they are primarily a military force with have little experience or capability when it comes to policing and administration they do not know how to react with the populace except through violence. Most issues are dealt with summarily and more often than not, at the sharp end of a sword. Due process is non-existent and those deemed guilty will be found hanging from the Black Gates or will simply disappear. Unsurprisingly, common and wealthy folk alike are naturally weary of the Black Fists and most will go to great lengths to keep out of their way for fear extortion and violence. Even the Merchant's Alliance is careful with their dealings with the organisation, knowing too well that once they are involved, they have no control and that even their wealth or power won't protect them. The Black Fist reserve most of their hate for The Welcomers, the town's Thieves Guild, in which relations have been increasingly deteriorating. Raids in The Docklands & New Phlan have been increasing as have incidents against those suspected of supporting them, breaking out into pitched battles in the night streets.
Fragmented leadership coupled with low morale & dissatisfaction has seen corruption and thuggery seep into the organisation's ranks. Officers are often seen pursuing their own agendas and vendettas against the townsfolk and each other, whilst their troops are often placated in petty disputes and violence. The command structure only encourages this as personality trumps rank, old alliances & feuds play out in the ranks and some whispers that the old ways of Bane worship are rife.
