Wiry half elf with silver hair. She is a council member as a representative of the people. Valdi Estapaar is a half-elven fisher who is tasked by Lord Neverember to oversee the fishing industry that is supposed to support the town as it is built. The fish she and her subordinates catch feed the town, and the excess fish are cured and transported to the nearby cities for sale. With the recent opening of the quayside, she’s now one of the most important figures in town. Very connected, very calm personality and doesn't make judgements very quickly. Sage like.
