The kingdom of Heian has a total population of 1.5 million people, the majority of which are yuan-ti. The largest city and capitol (Tian-lo) has a population of 21 thousand people. There are few other cities of note in the kingdom, primarily consisting of about two dozen towns. The remaining population lives in numerous small villages, isolated dwellings, etc.

The peace is kept by more than 200 guardsmen, and there are 35 justiciars to pass judgement upon the guilty. For those more concerned about their soul, there are 280 acolytes and 25 priests.
