Arsenio “Sootrunner” Vela Rivas is a semi-famous smuggler with price on his head, and the father of famous pirate Ratcatcher Roger. He pops up in various locales frequently, always with a story of adventure. He is informally "married" to Carmen Cindereyes and has three children with her: Emiliana Sparroweyes, Marcelina Heatherheart, and Guiomar Fleetfoot.
Arsenio has been missing for several months now, with none of his former contacts knowing where he has gone.
